Well the answer is yes. Using a pacifier and babies sucking their thumb is normal behaviour for babies.

Make sure not to dip the pacifier in anything sweet like juice or honey.

However at the age of 2, these two habits should stop. If your child is still sucking their thumb at age two, try to discourage it and make sure they stop by age four. Thumb sucking beyond this age and lead to problems like crooked teeth and bite problems.
